Brett G. Sciaroni, senior partner and Co-Chair of the Working Group on Law, Tax and Governance, a collaborative committee comprised of private sector business leaders and government members recently authored a timely paper on April 1st titled “Investment Law to be Amended – a Call for Comments”. From his unique perspective as one of the first foreign lawyers in Cambodia the article provides context and insights into Cambodia’s Law on Investment (LOI) which is considered to be one of the most liberal in Asia in terms of benefits to investors. The effort to review and amend the current LOI and the sub-decree on the establishment of Special Economic Zones is under consideration for possible enactment later this year.

In a related article, the Phnom Penh Post reported today that a call for the rethink on FDI laws comes after the World Bank released its East Asia and Pacific Economic Update reiterating that Cambodia ranks as the most liberal nation in the region for foreign investment with Singapore coming in second.
